CONSULTANCY ON THE GENDER POLICY TRACKER FOR PUBLIC TRANSPORT SYSTEMS IN MAKUENI

1. Background
Flone is a mission-driven organisation reimagining what public transport can be: safe, inclusive, and accessible for everyone. We train operators, shift mindsets, and advocate for systems that serve people first. We do this by uniting communities, policymakers, and stakeholders in a shared mission to build equitable public transport systems. Our vision is a just public mobility system.
2. Objective
Flone is seeking a consultancy to develop a comprehensive gender policy tracker embedded on a website. The tracker will monitor and assess gender inclusion in informal and formal public transport systems, focusing on workplace policies, infrastructure (amenities and vehicles), workplace culture, and practices. It will promote understanding of commuters' and workers' gender-specific needs, adapt vehicles and amenities for equal opportunities, and provide real-time, user-friendly tracking tools accessible via an interactive website.
3. Scope Of Work
Phase 1: Review and Contextual Analysis
- Conduct a desk review of existing Digital tools that track policy and inclusion in public transport.
- Carry out key informant interviews with County Government officials on the policy and implementation landscape of gender inclusion in public transport.
- Analyse data to define key indicators for gender responsiveness (policies, infrastructure, culture), forming the tracker's core metrics.
- Convene a virtual validation forum with the TWG.
Phase 2: Development of the Gender Policy Tracker & Website Integration
- Design and build an interactive tracker for Makueni County to self-assess and monitor gender responsiveness.
- Infrastructure Tracking: Digital checklists and photo-upload features for evaluating accessibility in workplaces, vehicles, and amenities (e.g., gender-segregated restrooms, lactation spaces, safety lighting, ergonomic vehicle mods).
- Policies Tracking: Automated scoring for policies like recruitment (gender targets, hiring bias checks), compensation (equal pay audits, parental leave tracking), and harassment response (reporting dashboards, training logs).
- Workplace Culture & Practices Tracking: Metrics dashboards for leadership diversity, participation rates, safety incidents, and engagement surveys.
- Embed a user-friendly module on Flone's website with: real-time progress visualisations (charts/heatmaps), benchmark comparisons, exportable reports, mobile responsiveness, and admin tools for Flone to update indicators. Ensure secure data handling and scalability for end users (SACCOs, etc.).
- Convene a validation forum with the TWG.
Phase 3: Capacity Building for Flone Staff
Deliver a hands-on workshop (virtual/in-person) training Flone staff on tracker deployment, data entry, analytics interpretation, website maintenance, and user onboarding for public transport stakeholders.

5. Qualifications and Experience
- The team must be composed of individuals with a background in gender, Information Technology (IT), policy analysis, law or related expertise.
- Proven experience developing policy trackers, digital dashboards, or web-based monitoring tools for NGOs/development programs.
- Expertise in mixed-methods research (qualitative/quantitative) and web development (e.g., responsive design, data visualization tools).
- Familiarity with gender equity, public transport, and urban development themes.
- Previous work in public transport or digital gender tools will be an added advantage.
6. Reporting and Supervision
The consultant will report to Flone Initiative’s Executive Director or a designated representative. Regular progress updates and consultations will be required to ensure alignment with organisational expectations.
7. Budget and Payment Terms
Applicants are required to submit a detailed financial proposal, including:
- The professional fees.
- Costs for travel, data collection, and other expenses.
Payment Structure:
- 30% upon signing the contract.
- 40% upon submission of the draft tracker and mockup.
- 30% upon delivery of the final manual and training.
8. The Application Process

9. Evaluation Criteria
