CONSULTANCY ON THE DEVELOPMENT OF A DISABILITY AUDIT MANUAL FOR PUBLIC TRANSPORT SYSTEMS & WORKPLACES

1. Background
Flone is a mission-driven organisation reimagining what public transport can be: safe, inclusive, and accessible for everyone. We train operators, shift mindsets, and advocate for systems that serve people first. Our vision is a just public mobility system.
2. Objective
Flone is seeking a consultancy to develop a comprehensive audit manual on disability inclusion in informal and formal public transport systems. The manual will focus on workplace policies, infrastructure (amenities and vehicles), workplace culture, and practices. It will further promote understanding of commuters' needs and adapt vehicles and amenities, ensuring equal access to opportunities.
- Assess workplace policies for disability responsiveness.
- Review infrastructure such as vehicles and amenities.
- Evaluate workplace culture & practices to ensure inclusivity.
- Provide a step-by-step guide for public transport companies to enhance disability responsiveness.
3. Scope of Work
Phase 1: Review and Contextual Analysis
- Develop data collection tools and conduct desk reviews.
- Interview industry players (e-mobility, ICEV, disability organisations, transport workers).
- Conduct FGDs with public transport users with disabilities.
- Analyse collected data to identify features of disability-inclusive workplaces and transport systems.
Phase 2: Development of the Audit Manual
The manual will provide assessment tools in three main areas:
- Infrastructure: Accessibility of workplaces, training facilities, vehicles, and amenities.
- Policies: Recruitment, employment, compensation, benefits, harassment prevention, and reporting mechanisms.
- Workplace Culture & Practices: Representation, participation in leadership, workplace safety, and support structures.
Phase 3: Capacity Building
Conduct a workshop to train Flone staff on applying the disability audit manual.

5. Qualifications and Experience
- Advanced degree in Social Sciences or a related field.
- Proven experience in developing disability audit manuals and manuals for NGOs or development programs.
- Expertise in qualitative & quantitative research.
- Familiarity with disability equity, public transport, and urban development.
- Experience in public transport is an added advantage.
6. Reporting and Supervision
The consultant will report to Flone Initiative’s Executive Director or designate, with regular updates.
7. Budget and Payment Terms
- 30% upon signing the contract.
- 40% upon submission of draft audit manual.
- 30% upon delivery of final manual & training.
