The assessment focused on identifying gaps in technical, social, and policy aspects regarding inclusive mobility for women with disabilities and older women in Nairobi County. It aimed to highlight challenges in accessing public transport and propose scalable interventions applicable across Kenya. Findings revealed significant obstacles, including structural, policy, and socio-economic barriers. These encompassed inaccessible transport vehicles, unaffordable costs, sexual harassment risks, and a lack of supportive infrastructure and information. Moreover, societal attitudes and patriarchal dominance within the transport sector further exacerbated these challenges. While efforts by the Kenyan government are noted, marginalized groups still face significant hurdles. Urgent action and collaboration among various stakeholders are imperative to address these issues comprehensively.
The recommendations span different sectors and stakeholders. Government agencies are urged to enforce accessibility standards for vehicles, regulate bus fares, and enhance social assistance programs. Additionally, strict enforcement of noise regulations and addressing gender-based violence within the transport sector are highlighted. Matatu owners and operators are advised to adopt inclusive staffing practices, invest in accessible reporting mechanisms, and diversify transport services. Civil society organizations play a crucial role in sensitizing, monitoring policy implementation, and supporting capacity-building initiatives for both operators and passengers. Strengthening partnerships with law enforcement agencies and facilitating economic empowerment programs are also emphasized. Overall, a multi-stakeholder approach is necessary to create meaningful change in inclusive mobility for women with disabilities and older women in Kenya.
