1. Background
Flone is a mission-driven organisation reimagining what public transport can be: safe, inclusive, and accessible for everyone. We train operators, shift mindsets, and advocate for systems that serve people first. We do this by uniting communities, policymakers, and stakeholders in a shared mission to build equitable public transport systems. Our vision is a just public mobility system.
To strengthen evidence-based advocacy and accountability for gender inclusion in public transport systems, Flone has developed a Gender Policy Tracker for Makueni County Public Transport and Urban Systems. The tracker will serve as a monitoring and assessment framework to measure progress on gender responsiveness in the public transport sector in Makueni and beyond. The tracker further intends to support policymakers, transport operators, and other stakeholders in identifying gaps, tracking progress, and strengthening accountability for the implementation of gender-responsive policies and practices within public transport and urban systems.
2. Objective of the Assignment
The objective of this assignment is to provide an independent technical peer review of the Gender Policy Tracker to ensure that it is:
- Methodologically sound and evidence-based
- Gender-responsive and contextually relevant
- Technically robust and practically applicable
- Aligned with national, county, and global gender and urban mobility frameworks
- Clear, consistent, and suitable for implementation by public transport and urban system stakeholders
- Capable of generating credible, actionable, and measurable insights to support policy implementation, accountability, and continuous improvement in gender-responsive public transport systems.
- Ready for digitization, monitoring, and long-term institutional adoption by relevant government agencies
3. Scope Of Work
The Peer Reviewer will review all components of the Gender Policy Tracker development process and provide structured feedback across the following areas:
Review of the Proposed Tracker Framework
- Evaluate the appropriateness of the proposed gender inclusion indicators.
- Assess the tracker's alignment with relevant gender equality, transport, and urban development policies and frameworks.
- Review the proposed policy indicator framework covering: Policy and governance, Infrastructure and accessibility, Workplace culture and practices, Service delivery and user experience.
Review of Tracker Design and Scoring System
- Review the structure, logic, and coherence of the Gender Policy Tracker.
- Assess the validity and reliability of the scoring and rating methodology.
- Review indicator definitions, measurement criteria, and benchmarks.
- Evaluate whether the tracker adequately captures both formal and informal public transport systems.
- Assess usability for intended stakeholders, including county government, SACCOs, operators, and civil society actors.
- Identify gaps, risks, or biases in the framework.
Reporting and Recommendations
- Provide a final Peer Review Report outlining: Feedback to improve the tracker, Strengths of the tracker, Identified gaps and risks, Recommendations for improvement, and an Overall assessment of readiness for digitization.

5. Qualifications and Experience
Education
- Advanced degree in one or more of the following fields: Gender Studies, Public Policy, Urban Planning, Transport Planning, Sociology, Law, Data Science, Monitoring and Evaluation, or related disciplines.
Professional Experience
- Strong analytical skills with a minimum of 5 years of relevant professional experience.
- Demonstrated experience in gender mainstreaming and inclusion assessments.
- Experience reviewing or developing monitoring frameworks, scorecards, policy trackers, or evaluation tools.
- Strong background in public transport systems, urban mobility, or governance.
- Experience working with county governments, NGOs, or development partners.
- Understanding of indicator development, scoring systems, and performance measurement frameworks.
- Familiarity with gender-responsive urban planning and mobility systems.
- Strong facilitation and stakeholder engagement skills.
6. Reporting and Supervision
The Peer Reviewer will report to the Executive Director of the Flone Initiative or a designated representative. The reviewer will work independently but will engage with the Flone Programmes implementing team.
7. Budget and Payment Terms
Applicants are required to submit a financial proposal indicating consultancy lump-sum charges.
Compensation Structure:
- 50% upon contract signing.
- 50% upon completion and submission of the final documents.
8. The Application Process

9. Evaluation Criteria
- Relevant experience in gender, policy, and urban/transport systems (40%).
- Experience reviewing policy trackers, scorecards, or monitoring frameworks (25%).
- Technical understanding of gender and inclusion in public transport (20%).
- Quality of previous similar work and references (15%).
