CONSULTANCY ON THE ADAPTATION OF AN E-CONDUCTOR TRAINING MANUAL FOR PUBLIC TRANSPORT SYSTEMS

1. Background
Flone is a mission-driven organisation reimagining what public transport can be: safe, inclusive, and accessible for everyone. We train operators, shift mindsets, and advocate for systems that serve people first. Our vision is a just public mobility system.
2. Objective
- Improve our conductor’s manual by including components of electric mobility.
- Review the existing manual and adapt it to include EV efficiency, battery management, driving quality, road safety, and eco-driving techniques.
- Organize 2 workshops with 20 stakeholders (NITA, NTSA, etc.) to validate the manual.
- Incorporate industry feedback to align training with standards and needs of e-mobility companies.
3. Scope of Work
Phase 1: Review and Contextual Analysis
- Develop data collection tools and conduct desk reviews.
- Interview key industry players (e-mobility, ICEV, transport workers, disability groups).
- Analyse collected data to identify essential e-conductor training features.
Phase 2: Development of Training Manual
Draft a manual focusing on both soft and hard skills for e-conductors.
Phase 3: Validation of the Tool
Convene a validation exercise with 20 e-mobility stakeholders.
Phase 4: Capacity Building
Conduct a training workshop for Flone staff on applying the manual.

5. Qualifications and Experience
- Advanced degree in Engineering.
- Experience developing EV training manuals.
- Knowledge of public transport conductor operations.
- Expertise in qualitative & quantitative research.
- Experience in disability equity, transport, and urban development.
6. Reporting and Supervision
The consultant will report to Flone Initiative’s Executive Director or designate, with regular updates.
7. Budget and Payment Terms
- 30% upon signing the contract.
- 40% upon submission of draft manual.
- 30% upon delivery of final manual & training.
